i would cut it short, 3 inches below the waist band.
leave the edges raw
add white mesh underneath it so that it would flare like a ballerina's tutu.
match it with some denim cuff shorts.
add some pearl dangling necklaces... hair and neck.... power pink blush...
and some killer stillettos.
